PASSAGE I

Duty - free import of low grade pepper through Sri Lanka under the S.A.A.E.C. Free Trade Agreement, and mixing with our finest quality of Malabar pepper has resulted in our losing the International market, as well as spoiling the internal market. Because of this prices have fallen. To save the poor Wayanad pepper growers, this policy has to be reversed. In the case of cardamom, similar imports are happening from Nepal. From being one of the largest exporters of cotton, we have not only become the third largest importer but tragically suicide among growers has assumed epidemic proportions. Malwa mustard growers have been hit by imports of cheap palm oil and soya oil. Coconut farming the livelihood of 6 million plus households in Kerala, with 46% of acreage devoted to it, is in deep crisis.
The decision to import wheat at a much higher price compared to local purchase price is absurd. The total wheat production there rose to 17 million tons in 1968, an increase of 5 million tons over the highest of 12 million tons harvested in 1964. the Government recorded impressive strides in agriculture by releasing a special stamp entitled "Wheat Revolution" in July 1998.This success was later replicated in rice, and similar increases were recorded in cotton, sugarcane, millet and in oil seeds. Today, at a time when food production struggles to barely keep pace with the large population growth, ore farmers are suitable for export and to compete in the world market.
With promise of cheap food available off the shelf in the global market, the focus has shifted from agriculture to industry, small scale trade and commerce, and agri-processing units as the purchase has sharply dropped down. Till now, we have imported 3 million ton of wheat so far this year. The crisis erupted after the Government allowed corporates like Cargill, Continental, Reliance, ITC and Hindustan Lever to buy directly from the farmers,. The import decision as well the depleted central pool estimated at 62 lakh tons, as against buffer stock norm of 84 lakh tons, has serious implications for the food security regime of our country which is still uncertain. Food is essential for the people to survive. Poor people can live without cloths and houses, but not without food or water which is their .basic need for life.
